Users are encouraged to routinely visit the site and to take advantage of information regarding emerging technologies, data use strategies, and benefits.

The site supports both public and private areas. The private area contains sensitive information, and access to this area is restricted to authorized participants only. A security system based on password-protected digital certificates allows only authorized users to access restricted areas of the system. To gain access to the secure area, users must complete and submit a questionnaire to the site maintainer. The site maintainer will then confirm the identity of the new user, determine access privileges, and assign a digital certificate, a user name, and a password. The digital certificate is then mailed to the new user. Once new users load the digital certificate into their browser, they will have access to the secure area (based on their assigned privileges).
